how do i keep cats out of my vegetable garden?

You could try planting Cat Mint in another area, cats love it so perhaps you could plant it the other end of your garden or ask you neighbors if they don’t mind planting some in theirs.
You’re local animal control office can set a trap which won’t harm them.
They make animal repellents that are basically just a smell animals don’t like. I’ve used one indoors to keep my cats away from certain things (like the Christmas tree) and they work pretty well.
Do you drink coffee? I have heard that used coffee grounds are offensive to cats….sprinkle them on the soil surface, especially around the perimeter of the garden.
