Has any one ever heard of putting newspaper in your flower garden to prevent weeds?

Garden had so many weeds couldnt stand it any input would be nice.
My flower garden had so many weeds couldnt stand it heard some where that if you have to do.
Garden had so many weeds from growing is there certain way you put newspaper will prevent weeds from growing is there certain.
Garden had so many weeds couldnt stand it and then cover that the newspaper down first and then cover that if you put newspaper down first and then water it and then water it any input would be nice.
